When a recruit commits to go somewhere, what exactly does that mean? Can other schools no longer recruit him? Can the recruit who committed change his mind? And if school or player violate the rules, if there are any, what is the penalty and who enforces it?

When a recruit commits to a school but has not signed a LOI, schools are free to communicate with that recruit. Once there is a national LOI it is binding on both parties. Even then, the school can choose to release the player from the LOI.
