There are too many roster activities happening at the same time while teams are still playing. I like waiting until Jan 2nd to start a transfer "declare intent to transfer" period thru Jan 12th if teams are done playing. Players on teams still playing on Jan 2nd can declare intent to transfer the day after last game for ten days. Then have the transfer signing period begin Feb 3rd, or the first Wed in February. Teams will still have their prized early decision high school recruits in December and then a choice of transfers or unsigned recruits to sign in February to fill in vacancies. This would give all teams same access to evaluate and recruit transfer students.
