The kid wants to make an announcement on a particular date that is important to him. Rayvon Griffith did the same thing; signed in November, but announced the following spring.

UC's staff and the reporters who know the situation (Chad Brendel, for instance) are keeping their mouths shut, so that Abaev can announce on his own terms. While I don't know what particular event would be involved, it could be related to his family, which often is the case in these situations.
