My opinnion is if he bet on college football he should be permanently suspended from playing. If he needs help, by all means provide help for him. But he should not play again in college.

Then in addition to his gambling, which bars him from eligibility to play NCAA football, he has committed perjury by signing an affidavit averring he didn't bet on UC football games while playing for UC, according to you. You demand to die on that hill, don't you?
From an NCAA perspective, that shouldn't matter. He did bet on Hoosiers' games while he was an underaged team member. All NCAA schools educate the athletes on the penalties for gambling on NCAA-sponsored sports, including permanent bans for wagering on their own team, even once.
If Brendan Sorsby truly is a gambling addict (which seems likely), then he needs serious help. That still wouldn't absolve him of the consequences. A drunk who kills a pedestrian can't claim that his drunkenness, not his own actions, ultimately led to the accident. Sorsby didn't kill anyone, but the principle is the same.
