There was a reason for the two year moratorium, but I don't know what it is. But if there's a true desire to change the rule, at least change it in the off-season and not in-season, as is always suggested in these cases.

The MWC and PAC 2 have signed a scheduling contract.
I think they gist of this is that the PAC 2 need to legally carry the PAC name and membership to get paid their distributions from the conference. If they just straight up jump conferences, they lose the payouts.Brent Wyrick
